According to the People´s Deputy, O.
Riabeka, the Bill (Reg.№4105) envisages the
broadening of the authorities of the Ministry on Defense concerning the
implementation by the Armed Forces of Ukraine tasks on the fighting of international
terrorism out on the territory
of Ukraine. It also
envisages the broadening of the authority of the Anti
Terrorist Center
in Security Service of Ukraine regarding the coordination of the activity of
anti terrorist operations in Ukraine
and out of its territory.
The People´s Deputy emphasized that the in the Bill there are no strict differences between different notions connected with terrorism and because of the lack of terminological unity, it is not clear under what conditions Armed Forces of Ukraine should hold anti terrorist activity on the territory of other countries.,
According to People´s Deputy, G. Omelchenko, legislative proposition on the anti terrorist operations on the territory of other countries if the terrorist act does not touch the interests of Ukraine as a subject of the international relations or is not a threat to the lives and health of the citizen, it do not correspond to the norms of the international-legal acts.
During the meeting of the Committee
it was also announced that the principles of the Bill contradict with the demands
of the article 2 and 3 of the Law "On the Order of the Armed Forces direction
to other Countries".
According to the Members of the Committee, use of the subdivisions of the Armed Forces on the Territory of other countries in fighting against terrorism should be of exclusive character and should be held only basing on the international treaties between certain countries.
